Hon. David Mills, MP, Bothwell, Ontario, minister of the interior and superintendent general of Indian Affairs, took a hard line on Indian expenditures and thwarted David Laird’s efforts to treat Indians more generously and sympathetically. Sir John A. Macdonald, prime minister 1867–73 and 1878–91, was also superintendent general of Indian Affairs 1878–87. He began with some sympathy for Native peoples, but his experience after 1878, and the North-West Rebellion of 1885, turned him to a harder line.
